The 227th General Assembly of the Presbyterian Church (U.S.A.) confirmed the Rev. Thomas F. Taylor, J.D., Ph.D., to a fifth term as President and Chief Executive Officer of the Presbyterian Foundation.

Commissioners confirmed Taylor’s election during plenary on Sunday, June 28, in Milwaukee, Wisconsin, following his unanimous re-election by the Foundation’s Board of Trustees in January. Each term lasts four years.

Taylor has served as president and CEO since 2010, overseeing a period of sustained growth that has strengthened the Foundation’s ability to serve congregations, mid councils, ministries and donors across the Presbyterian Church (U.S.A.).

“The work of the Foundation has never been about one person,” Taylor said. “It is about faithful Presbyterians who love the Church and want to see it flourish for generations to come. I am deeply grateful for the trust placed in me by the Board and the General Assembly, and for the extraordinary colleagues, trustees and ministry partners who make this work possible. Together, we will continue helping people turn their generosity into lasting ministry that serves Christ’s Church around the world.”

In its report to the General Assembly, the Foundation Board cited Taylor’s leadership in reversing a long-term decline in charitable giving. In 2024, the Foundation received over $183 million in new gifts from 23,764 donors, compared with $18.5 million from 481 donors in 2010 when he began as President.

The Board also highlighted the growth of the Foundation’s consolidated assets under management, which increased from $1.5 billion to $3.1 billion during Taylor’s tenure. Strategic restructuring with the New Covenant Trust Company and the adoption of a new Outsourced Chief Investment Officer model strengthened investment performance, reduced costs and enhanced transparency while maintaining the Foundation’s commitment to socially responsible investing aligned with the values of the PC(USA).

During Taylor’s leadership, the Foundation has expanded its service throughout the denomination by building relationships with congregations, mid councils, national agencies and ecumenical partners. The Foundation has developed online giving tools now used by more than 1,800 congregations, launched Project Regeneration to help churches reimagine their real property for the highest and best missional use, and created educational resources that support faithful stewardship and financial leadership.

The report also noted that under Taylor’s leadership the Foundation succeeded in securing $2.3 million in grants from Lilly Endowment Inc. to establish the Church Financial Literacy and Leadership Program. Through leadership grants, coaching, leadership development and educational resources, the initiative has served more than 1,600 church leaders, fostered nearly 650 ministry partnerships and helped develop the Stewardship Navigator, now used by approximately 1,900 congregations.

Tom Taylor often says that the most significant and exciting achievement since he has become President is that the Foundation has distributed more than $1.326 billion for mission and ministry, including a record $144 million in 2025, nationally and in over 80 countries around the world and in some of the most desperate circumstances facing people today.

Earlier this year, the Foundation Board also adopted a new strategic plan that will guide the organization through 2030, focusing on serving the church as a trusted fiduciary while developing innovative philanthropic and missional solutions.

We are grateful that the General Assembly has affirmed our decision to recommend Tom for another term as President and CEO, and we look forward to continuing this important work together on behalf of the Presbyterian Church (U.S.A.).”

In recommending Taylor’s re-election, the Board noted that his experience as a pastor, attorney, professor, and intercultural mission leader uniquely equips him and the outstanding senior staff he has assembled to lead the Foundation through the complex financial and missional challenges facing the church and its congregations in the coming years.
